4. Public Open Forum (15 Minutes) Citizens may address the Council on matters not on the agenda, and are encouraged to register with the City Clerk prior to the start of the meeting. Those wishing to speak are limited to three minutes and must state their name and address for the record.

A. Ordinance rezoning property from M-2, Heavy Industrial, to O-R, Office Residential; Resolution approving the Final Plat review of Sibley Parkway Apartments; and a Resolution approving a Planned Unit Development for the construction of new, multi-family dwellings; by request of APX Construction Group (100 Owatonna Street).

B. Resolution approving a variance from Section 10.81, Subdivision 5 of the Mankato City Code to reduce the rear yard setback on a through lot from 15 feet to 5 feet. The variance is being requested in order to construct a 26’ x 22’ detached garage. The property is described as Lot 5, Sunset View Addition; by request of Brian and Tricia Sarff (203 Ridgewood Street).

C. Resolution designating 116 State Street as development property under Mankato City Charter, and Resolution authorizing the City Manager to enter into a purchase agreement with Mayo Clinic Ambulance Service.

7. City Manager’s Report

A. Resolution authorizing the All Seasons Arena Joint Powers Board to proceed with the design phase of the renovation project at All Seasons Arena to include Options 1-13, and 17.

B. Resolution authorizing the City Manager to apply for to the Minnesota Department of Health for Lead Service Line inventory Technical Assistance.
